Each year, thousands of Americans rebuild their salvage title cars. In most states, salvage vehicle inspections are an essential part of the process, but from endless paperwork to ambiguous requirements, it’s fair to say – it’s not easy.

How To Get a Salvage Vehicle Inspection


If you’ve repaired your salvage title car and want to apply for a rebuilt title, a certified professional may need to inspect it first. If you plan to junk your car, you can skip the inspection.

These inspections, sometimes known as rebuilt title inspections, are performed by your state’s DMV (or equivalent authority), local law enforcement, or a certified inspection facility. 

If you need a salvage vehicle inspection, simply contact your local DMV (or equivalent), complete the required paperwork, and book your salvage title car inspection appointment, or wait for the relevant authority to confirm if your vehicle needs inspecting.

Note: the following states either do not require salvage vehicle inspections to obtain a rebuilt title, do not have a salvage to rebuilt procedure, or follow different inspection procedures to obtain a valid title. 

Applicants must follow the process to obtain a Reconstructed Title, which includes a DMV VIN inspection.

No formal inspection is required. The rebuilder must sign off on the repairs on Affidavit of Reconstruction.

Requires a different inspection process to convert a salvage certificate to a salvage title.

There is no salvage to rebuilt procedure, as your title status is determined by your insurance company.

As of 2025, you may only need an inspection if you are in an emissions county. You will also need insurance before the vehicle can be inspected.

 You cannot convert a salvage vehicle into a rebuilt one.

What Happens at a Salvage Vehicle Inspection?

Salvage vehicle examinations usually involve:

  • Checking the authenticity of the vehicle with a Vehicle Identification Number (VIN) check
  • Assessing the functionality of essential components such as brakes and steering
  • Checking for damage to the structure
  • Verifying that all required components are present and operational

In some states, a salvage vehicle inspection is simply a VIN inspection. These typically take 15-30 minutes and are carried out by local law enforcement, the DMV (or equivalent), or a certified inspector. The inspector checks that the VIN matches the vehicle’s title and registration, and looks for signs of tampering or theft to confirm it isn’t stolen.

You might need a more rigorous safety or emissions inspection after the VIN check to qualify for a rebuilt title. In some states, these inspections are combined, while others split them between a state officer and a certified mechanic.

If you need a separate safety inspection, or your state combines a more in-depth inspection with a VIN check, your inspection may take longer. You may also be required to provide more extensive documentation about your vehicle’s history. 

What Should You Bring to a Salvage Vehicle Inspection?

You may need to provide the following information at your salvage car inspection appointment.

Note: exact requirements for salvage vehicle examinations vary by state. In some cases, this information should be supplied prior to inspection. 

  • Vehicle title, registration, or bill of sale
  • Damage report from insurance company (if relevant)
  • Theft report from local law enforcement (if relevant)
  • Original receipts for replacement parts (to ensure your vehicle does not contain stolen parts)
  • ‘Before’ photos of the vehicle (if you don’t have them, you may need to supply the damage report)
